RNZRSA National Council AGM

The 107th National Council is being held in two parts, with part one (the RNZRSA AGM) being held online on 25 November 2023, and part two (a one day in-person workshop) being held in Wellington on 24 February 2024.


The following updates are provided on the RNZRSA AGM:


Registration:

Proxy Voting


Individual members who are not able to attend the AGM may grant a Proxy for voting purposes – these must be submitted to National Office no later than 28 October 2023.


The process for appointing a Proxy can be found in the RNZRSA Bylaws at clauses 13.5 -13.7. If you do not have a copy of the Bylaws they can be found online here.


Notices of motion


In accordance with clause 10.5 of the RNZRSA Constitution, Notices of Motion were required to be submitted to National Office no later than 49 days prior to National Council (being 7 October 2023).


The submission period for Notices of Motion has now closed.


AGM Documentation


Documentation to support the AGM will be issued no later than 4 November 2023 as determined by the RNZRSA constitution. The document pack will include: the agenda, minutes of the previous AGM, a financial report and the notices of motion to be considered during the AGM.


Forms for submitting items for discussion during the General Business portion of the AGM will be distributed as part of the document packs and must be returned to the Chief Executive no later than 1600hrs on Thursday 23 November 2023 (two days prior to the AGM). Items for General Business can be submitted to nationalcouncil@rsa.org.nz

Remembrance Day and Remembrance Sunday Commemorations

There are often requests from NZDF and Diplomatic Officials for where they can attend Remembrance Day or Remembrance Sunday Commemorations in their local communities.


This year we have already received a request from the British High Commission seeking details of RSAs around the country that are having Remembrance Day services and who would welcome a representative from His Majesty's Government or armed forces.


Associations are asked to provide the details of planned commemorations for either Remembrance Day (11 November) or Remembrance Sunday (12 November) by completing the relevant survey below.


This information will be provided to enquiring NZDF and Diplomatic officials, and where your commemorations are open to the public, will be included on the RSA's website.


Please note: the list of RSA’s conducting Remembrance Day and Remembrance Sunday activities will be provided to the British High Commission on Monday 16 October. If you would like your Association’s activities to be included in the list provided, please ensure you have submitted your information before then.

National Support Services Calendar

The RSA and the upcoming election

The RSA movement is made up of thousands of members, each having their own political views and affiliations. Because of this the RNZRSA is constitutionally non-partisan (clause 3.3 of the RNZRSA Constitution refers). This means that all member associations are also bound by this constitutional principle. As an organisation we must remain neutral when it comes to politics, neither favouring nor promoting any political party (or alliance thereof).


There have been occasions when political parties have sought the use of RSA premises for meetings and other party-related events. There is nothing wrong with this as such, however it must be managed in such a way that the RNZRSA's non-partisan stance is maintained, and its reputation is not adversely impacted. Here are some guidelines:


Party-specific activities


Should a political party seek to use an RSA's premises for any party-specific activity, they may do so on the basis that the party pays for such use through a hireage fee. Any fee charged should be the standard commercial hireage fee for the venue, and not include any form of discount which could be misconstrued and later questioned by other parties or previous/future hirers.


Ideally the party activity should be confined to a specific room or discreet part of the premises so as to:

  • provide physical or indicative separation between the event and the RSA; and

  • avoid (where possible) disruption to RSA members' normal enjoyment of the premises.


Canvassing by political parties on RSA premises should not be allowed to take place at any time.


Meet the Candidates events


Should an Association wish to arrange a Meet the Candidates event, either for its membership or the wider community, this is perfectly acceptable. Every effort should be made to include all local candidates in this case.


Should the local community wish to use the RSA's premises for a 'Meet the Candidates' event, this is also acceptable (again, every effort should be made to ensure all local candidates are included). Whether a hireage fee is charged in these instances is for the local association to decide, however it is recommended that no fee is charged as it goes against our desire to be seen as a public spirited and benevolent part of our communities.


Other Political Events


It's impossible to anticipate every scenario, so if something crops up outside of the two scenarios above, simply use the associated principles, and you can't go too far wrong.

New Facebook page for Association Executives

A new Facebook group has been created as an additional means of improving information flow from National Office to Association Executives, and to provide a safe forum for Association Executives to seek support and advice from each other.

The group will also be used as one of the means to issue emergency communications when needed.

Membership of the group is restricted to Association Executives, and those joining the group will be required to provide their name, RSA affiliation and position on the executive to ensure the integrity of the group is maintained.

Membership does require individuals to have an existing Facebook profile, or alternatively the Facebook pages run by Associations can also be used to join.

Public Notices

Op Radian Kiwi Coy 1,2 and 3 Reunion


Kia ora tātou, as promised at the Kiwi Coy 1 Reunion in 2019, it is intended to hold a 30th Reunion in Wellington over the period 20-22 September 2024. This time we would like to open it up to members of Kiwi Coy 2 & 3 who wish to attend also.


We are limited to 250 people so it will be a first-in-first-served basis once registration opens late this year/early next year. If there are slots available after Registration closes it will be opened up to other FRY Veterans, our Partners etc.
